The process of Empadronamiento is different from city to city, as it is managed by the local municipality. Some allow you to do this process online, but the fastest way to get it resolved is normally by booking an in-person appointment.

If you live in Madrid
Book your appointment on this website

• Click “Acceso SIN Identificar”, then Select “Padrón y censo” in “Categoría”
• Select “Altas, bajas y cambio de domicilio en Padrón” in “Trámite o servicio”
• Below will load a dropdown with all the offices where you can make this application. However, it’s recommended you click on “consultar la oficina con cita más temprana” to see the earliest appointment available in the city.
• In “Tipo de documento” select “PASAPORTE” and write your passport number next to it.
• Click “Siguiente” and select a date and time for your appointment
• Here fill in your name, surname and contact details before confirming your appointment

If you live in Barcelona
Book your appointment on this website by clicking on Solicitud de una cita > Continuar

• Select “Pasaporte” as “Documento De Identificación” and add your passport number, name surnames and contact details in the following fields
• In “Selección Telemática” select “OAC: ATENCIÓN PRESENCIAL EN LA OFICINA” and in “Subtema” select “PADRÓN: ALTA/CAMBIO DE DOMICILIO”
• Select the office and date, time you want to attend your appointment
• Confirm your appointment

• Servicio y Centro: Select "PADRON CP" and choose the office you’d like your appointment to be at
• Día y Hora: Here select the time and date of your appointment
• Nombre y Apellidos: Write your name and surnames
• Tipo de documento: Select PASAPORTE
• Documento: Add your passport number
• Teléfono: Add your Mobile number
• Email: Add your email address

• Select “Pedir Cita”, then “Gestión Tributaria”, then “GT-Padrón de Habitantes”
• Select a date and time

If you live elsewhere in Spain
If you live in a different city, check in your council’s website or office what is the process of Empadronamiento.

Normally you will need to provide the following documents during your Empadronamiento application:

✅ Your Passport - The original, and a copy

✅ Your valid Visa (if you need one to live in Spain) - The original, and a copy

✅ Your house contract or house bill to your name, to prove that you are living there - The original, and a copy

✅ Fill in the Empadronamiento form or enquired by the local Government

✅ If someone else is already Empadronado in that home, they will need to sign their consent in your application form and you will need to provide a copy of their passport and NIE/DNI/TIE if they have one

‍Note: Please note that requirements may be different from council to council so make sure to check the requirements for your location after you’ve booked your Empadronamiento appointment

Most councils will require you to fill in an Empadronamiento Form, we’re adding below the most common ones, but make sure to check with your municipality what form you need to fill:

If you live in Madrid
Fill in the Empadronamiento Form as per the below. You can download it here:

• Fill as many “Nº Orden” as many people are registering in this address.
• If someone else is currently Empadronado in that home, they’ll need to fill in the section “AUTORIZACIÓN DE EMPADRONAMIENTO” with their Name, ID,Address, Mark with a Cross (X) “inscribirse en el mismo domicilio donde consta el/la autorizante” and sign.
• In “Nivel de estudios terminados(4)” add the number code that best describes your latest education certification - Codes are in Spanish in the appendix of the form. Below are the most common ones:
  31 - Complete school education
  45 - Architect or Technical Engineer
  46 - University degree
  48 - Post-graduate or doctorate

Print and fill in the registration form, which you can download by clicking on “Impresos”, then “Solicitud Certificado de Empadronamiento" on this website. You can check the Madrid example if you need help.

Lastly, you’ll need to attend your appointment, where they’ll ask for the documentation listed in Step 2 and the filled form. They may ask you a couple of questions and if all is approved, you will receive a document at the end of the appointment - This will be your “Certificate of Empadronamiento”.‍

‍Save it! You may need it in the future for other procedures, and this is your official proof that you’re a citizen of that town/city.
