Setting up a business in the UAE involves a few steps and can be done in as little as 2 weeks, if you have all the documents ready and pay for the “Express” Option - this is so your application is prioritized and typically progressed to the next stage within 2 working days.
If you proceed with a “Regular” speed option, it can take over a month, as every step will take up to 5 working days - but it’s a more economical options if you’re not in a time-rush. In either case, this is how you set up a Business in the UAE:

Step 1: Choose where to incorporate
The UAE has over 40 Freezones, and while incorporating in Mainland is still an option, as an Expat, you will most likely choose a Freezone. So start by doing that.

Step 2: Prepare your application
There is a number of documents you will need to prepare to apply for a business setup. This will generally include your passport, business plan, notarized key documents (in case of expansions), among others. The actual documents will vary based on the Freezone you incorporate in.

Step 3: Make the payment
Once you put all the documents together, your Advisor will instruct you on how to make the payment necessary to proceed. Prices vary across different Freezones.

Step 4: Get a Business License
Depending on the activities performed by your business, you will have to choose a corresponding license.
After having your application paid for, and approved, you will be issued a Business License and an Establishment Card. With this License, you will officially be able to conduct operations in the UAE.

Step 5: Acquire further Documentation
There are further requirements to open and operate a business in the UAE.
In most Freezones, they will ask you to lease a working space - this can be a private office or co-working desk. You will also need to get Business Insurance, and if you want to Sponsor employees (including yourself), a personal sponsorship agreement with your Freezone.

Step 6: Sponsor Employee Visas
Once the business is set up and operational, you can start issuing Visas.
With an initial license, you will most likely be give a quota between 2 and 4 employee visas, but that will depend on the package you purchase and the Freezone in which you incorporate.
