This is when the Verification and Attestation process happens in different entities. Reach out to your country’s Minister of Foreign Affairs to enquire about the process.
Step Four - Legalisation: The UAE Embassy in the issuing country will need to legalise the certificate. Reach out to them to enquire about the process.
